- Minimum Qualifications
Acceptable Experience and Education
Bachelor's degree from a four-year college or university in Health Promotion, Wellness, Public Health or related field; with a minimum of three (3) years developing and administering a comprehensive wellness program; to include one (1) year of developmental supervisory or managerial experience.
A related degree might include a degree in kinesiology, nursing, health education or other related areas of life science. Hands-on experience in a corporate wellness program is preferred.
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
A certification in one of the following must be obtained within one year of hire:
- Certified Worksite Wellness Specialist (CWWS)
- Certified Wellness Practitioner (CWP)
- Certified Health Education Specialist
- Certified Health Coach
- Typical Duties
As directed supervises department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;
Motivates and works with employees to correct deficiencies;
Plans, directs, and coordinates, through subordinate-level staff, the department work plan;
Assists with managing the career development and performance of staff assigned;
Meets with management staff to identify and resolve problems;
Assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;
Assumes responsibility for delegated administrative and clerical tasks, including correspondence, educational publications, records management, report preparation; and other materials from rough draft or from source documents for review and signature; reads and reviews outgoing correspondence; takes and transcribes dictation; performs data entry, processes billings; receives payments; balances receipts with payments; and mail processing;
Assists with developing internal policies and procedures;
Works with HR management to assure that wellness/fitness opportunities for employees are in keeping with the mission and goals of the Commissioners Court, Human Resources, and the Risk Pool Board;
Develops and implements a strategic employee health and wellness plan to encourage and promote healthy lifestyles by employees, and members of the public as possible, and ensures annual updates;
Creates and maintains ongoing programs designed to solicit employee participation in wellness and fitness related activities;
Coordinates the planning, development, and evaluation of a comprehensive employee wellness program directed toward reducing health risk and improving health status; monitors and makes budget recommendations;
Assesses interests and needs of stakeholders for the purpose of developing wellness programs and initiatives;
Develops, implements, and monitors the effectiveness of wellness initiatives;
Develops partnerships with external agencies, site and community personnel for the purpose of developing and providing appropriate health promotion efforts;
Markets wellness strategies in order to obtain buy-in from key stakeholders and El Paso County employees;
Markets and promotes countywide programs, services, classes and events by creating, preparing, and distributing marketing materials, to educate employees on opportunities offered by El Paso County to participate in healthy lifestyle and fitness activities. This includes writing program announcements, letters, flyers, brochures, policies, and monthly newsletters; utilizes software to maintain class information, updating information on website, collaborating with other agencies to coordinate marketing efforts, and creating quarterly and annual reports.
Researches and coordinates health, wellness, and disease management opportunities and presentations for employees for the purpose of improving employee awareness and participation in wellness programs and activities;
Coordinates activities in conjunction with national events in order to raise employee awareness (i.e., Employee Fitness Week, National Smoke-Out Day, etc.); coordinates large events such as health fairs and health risk assessment activities;
Presents progress and aggregate reports to the manager related to program results;
Assesses equipment and supply needs, solicits bids, and selects equipment and supplies best suited for the work sites given an analysis of the space and needs requirements;
Identifies topics for presentations;
Develops, writes, edits material in preparation of trainings for wellness programs and imparts trainings/seminars/presentations to various departments, employees, and as possible, members of the public;
Develops and distributes communication to County employees and retirees of wellness program services through a variety of methods including mailings, email blasts and onsite training;
Monitors contracts with wellness vendors to ensure that goals, objectives, performance clauses are being met;
Reports utilization and cost savings of wellness program to management;
Represents the County and/or the HR Department at a variety of internal and/or external meetings, public events, training sessions, participates on committees and/or other related events in order to receive and/or convey information;
Conducts preventative and wellness instruction; provides resources, materials, equipment where indicated; maintains computer data bases on pertinent information, resource data, contact records, etc.;
Completes progress reports, final reports and other paperwork for trainings;
Manages trainings by completing all status reports, progress reports, final reports and other
Meets with assigned staff/interns/volunteers to identify and resolve problems;
Reviews wellness program and performs analysis to address how the program provides maximum benefits to employees;
Maintains a computerized database for Wellness data information; compiles statistical information, reports and data;
May assist in the development and improvement of department procedures;
Coordinates and serves on a variety of wellness task forces and committees;
Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;
Attends and participates in meetings, training and information sessions;
Stays abreast of new trends and innovations in the field;
Applies and administers HIPAA and GINA compliant best practices at all times. Protects employee's PHI information;
Participates on committees/special projects and seeks additional responsibilities;
Suggests actions to improve departmental and county operations, employee performance, morale, and work methods; and if approved may implement actions;
Assists with conducting new hire orientation;
Assists with a variety of loss control activities involving identifying, evaluating, controlling and minimizing occupational injuries and illnesses of county employees, including site analysis of employee working environments;
Recommends and carries out goals, practices, and procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Other Important Duties
Performs such other related duties as may be assigned.
Travels to each location to ensure programs are progressing;
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
- Job Summary
The Wellness Coordinator under direct supervision, directs, plans, coordinates, and monitors healthy lifestyles for employees and the members of the public as possible, through development and implementation of strategic health and wellness plans, campaigns, education, and physical activity. The incumbent is responsible for overseeing the day to day operations of the El Paso County Employee Wellness Program and some lead work authority.

Knowledge of: federal, state and county laws, regulations, policies, practices and procedures related to health education programs and services; community resources, needs and demographics related to health education programs in area of assignment; public speaking methods and techniques; community services and resources for this target population; principles, theories, and general practices of human resources administration, safety, and risk management; principles of mathematical and statistical computations; modern principles and practices of program development and administration and training; the principles and practices of effective customer service; principles and practices of training; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.
Skill/Ability to: develop, plan, coordinate and present a variety of health program activities and events; verbal and written communication in the development of County Wellness initiatives, announcements, presentations, exhibits, and training; computer software in the development of informational publications, pamphlets, and brochures; schedule, supervise, train and evaluate assigned staff; establishing and maintaining effective working relationships; learn policies and procedures of the work; research and analyze various types of situations and data quickly and logically; operate various office equipment using standard office software and a database program, organize and prioritize work; allocate limited resources in a cost effective manner; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks; display a high degree of self-motivation; ability to anticipate needs; understand report writing and statistics; time management; make sound decisions in an expeditious manner; effectively present information to diverse groups and individuals within El Paso County; draw and interpret bar graphs; operate personal computer using standard office operating software and general office equipment; prepare and maintain records; maintain filing systems; communicate effectively both orally and in writing; be dependable; schedule, and train; establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a Criminal Background Check; Bilingual (English-Spanish) preferred;
